Expert's comment
Irina Turgel, Vice-Director for Research, GSEM UrFU:
The Strategic Development Plan of Ekaterinburg is one of the first and one of the most striking and informative documents of strategic planning developed by the largest cities of Russia. Since the beginning of its development, a number of fundamentally new approaches for Russian practice was created:
1. Integration of socio-economic planning and spatial planning. The Strategic Plan was developed in close connection with the General Plan of the City;
2. Active involvement of representatives of the local community. The strategic plan of Ekaterinburg is the result of intellectual efforts, first of all, of the citizens themselves, representatives of scientific, expert, and university community, as well as civil society institutions;
3. Implementation of strategic planning tools in urban development management system. The plan was not only a set of ambitious goals, but also as a real tool for managing urban transformations.
The new, updated version of the Strategic Plan, on the one hand, takes into account former strategic planning practice in the city, and on the other hand, it is largely innovative in nature. The city is setting ambitious goals to become an innovative financial and industrial centre that accumulates sectors of the new economy. It will continue to support civil society development and formation of the city philosophy. The attention of the citizens that Strategic Plan has attracted is the best guarantee that it is truly necessary for the city, and its goals are up-to-date and achievable.
